Given the importance of the EWC for the rental or sale of housing, the CNMC has warned of the need to justify the need for these certificates to be issued only by engineers or architects.<\/em><\/strong><\/h2>\n\n

By way of summary and to give a general idea, the National Commission for Markets and Competition (CNMC) has analyzed the Draft Royal Decree to amend the regulations governing the basic procedure for the certification of the energy performance of buildings. Currently, only engineers, technical engineers, architects and technical architects can issue energy efficiency certificates. The proposed regulation extends the possibility of issuing certificates to other qualifications with complementary training and creates a Centralized Administrative Register of Competent Technicians. The CNMC recommends eliminating or justifying the activity reserve for project energy certifications and justifying the need for continuous training of the competent technicians already registered.<\/p>\n\n
